類似的管理制度與精神,其實也含納在保母管理制度的設計裡,不過,到了政黨輪替,推出兒照法草案的版本,改成只要登記(登記將與管理脫勾),政府不必負管理之責,完全喪失了原來設計的精神與其可能帶來的品質保證與維護。

請大家想想看,只要登記的結果會是什麼?出事了,只要尋登記找得出所謂的罪魁禍首,政府就算對社會有交待了?這樣怎能鼓勵保母進入管理系統?這樣,何來管理可言?還有所謂的品質嗎?

雖然國民黨政府將這些福利政策推上路,看似有功。然而,只要透過北歐模式的成效研究,就會發現其態度:能推則推、能閃則閃的卸責心態。相對於北歐政府,或者民進黨政府,對於人民基本的照顧需求與政策設計,就欠缺了積極管理、改善與維護品質的責任感。

Making hospitals more comfortable helps speed the recovery process, a new study concludes

Add light, colour, sound and air to the list of wonder drugs in medical professionals' arsenals. A recent study conducted for the nation's five health administrative regions concludes that increasing the comfort of hospital stays by making rooms brighter and cheerier can decrease the length of time it takes for patients to recover.

The study, conducted by the University of Aalborg and National Building Research Institute, compared available international studies into the effects a hospital's location and design had on recovery rates, and found that more patients get better faster if they feel more at home.

One study it looked at found that certain conditions were more prevalent in hospital wards that did not have natural light.

Study leader Morten Weise Olsen said the most important effect of the changes was to decrease patient stress levels.

Existing plans to renovate Skejby Hospital in Århus include many of the findings highlighted by the report. Hospital administrators here hope to improve patient stays by making all rooms single-bed rooms with large windows that have views of gardens or grassy meadows.

belle 註:有大窗戶可以看到花園、草地是很棒,不過單人房的設計,可能不利病人復原。一來,有人氣才可能讓病人感受到自己不是alone,可以彼此照應或打氣。二來,也可能可以減少家人照顧的負擔(如果是單人房,大多需要家人或看護在旁照料)。
